Статья рассматривает актуальность цифровизации для российской экономики в контексте глобальных и региональных стратегий развития. Описываются особенности цифровизации как инновационного процесса. Авторы подчеркивают влияние цифровизации экономики на повышение конкурентоспособности различных стран на основе зарубежного опыта, в контексте же России наблюдается отставание в интеграции цифровой инфраструктуры. Выявлены основные проблемы, связанные с цифровым развитием регионов. В статье рассмотрен индекс цифровой зрелости, разработанный Минцифрой, и приводятся примеры регионов России с высоким уровнем цифровизации. Указывается, что цифровизация может способствовать стратегиям регионального инновационного развития через создание цифровых технологических платформ. Авторы обращают внимание на недостаточный учет фактора цифровизации в рекомендациях Минэкономразвития РФ о разработке приоритетных стратегий регионального развития. В статье проводится анализ взаимосвязи между научным прогрессом, инновационным развитием, цифровизацией и экономическим ростом в регионах России. Авторы подчеркивают необходимость создания благоприятной экосистемы для инноваций на региональном уровне. Рассмотрены риски, связанные с цифровизацией, такие как кибератаки, потеря рабочих мест, зависимость от цифровых технологий и социальная недоступность. В заключение в статье указывается на необходимость более глубокого интегрирования цифровизации в стратегии развития регионов и предлагает ряд рекомендаций для учета этих аспектов при разработке политики на региональном уровне.
The article examines the relevance of digitalization for the Russian economy in the context of global and regional development strategies. The features of digitalization as an innovation process are described. The authors emphasize the impact of digitalization of the economy on increasing the competitiveness of various countries based on foreign experience, while in the context of Russia there is a lag in the integration of digital infrastructure. The main problems associated with the digital development of regions have been identified. The article examines the digital maturity index developed by the Ministry of Digital Development and provides examples of Russian regions with a high level of digitalization. It is indicated that digitalization can contribute to regional innovative development strategies through the creation of digital technology platforms. The authors draw attention to the insufficient consideration of the digitalization factor in the recommendations of the Ministry of Economic Development of the Russian Federation on the development of priority strategies for regional development. The article analyzes the relationship between scientific progress, innovative development, digitalization and economic growth in the regions of Russia. The authors emphasize the need to create an enabling ecosystem for innovation at the regional level. The risks associated with digitalization, such as cyber attacks, job losses, digital dependence and social exclusion, are considered. In conclusion, the article points to the need to better integrate digitalization into regional development strategies and offers a number of recommendations for taking these aspects into account when developing policies at the regional level.
