Abstract.

In today's economic conditions, due to the almost completely established fifth technological order and the beginning of the formation of the sixth technological order, the country's economy already has the opportunity to make extensive use of a wide variety of innovations. Therefore, in the process of its spatial development, it is necessary to constantly strive for the introduction of innovative developments, projects and transformational transformations to maintain the competitiveness of the territories of the region, the city and urban spaces, as well as enterprises. It is precisely such innovative approaches that contribute to a qualitative change in the technologies used, ensure the transition to a new level of economic development and determine the dynamics of enterprise development.  This article is devoted to spatial development in cities and regions, which is practically carried out through the creation of innovative cluster structures – clusters that are formed as a result of the organization of the clustering process. Cluster projects in the cities of the Volga Federal District are presented. In this work, two large cities were selected for the study: Izhevsk, which is home to almost 619 thousand people, and Ulyanovsk, whose population is almost 628 thousand people.  Thus, the cluster policy of two approximately identical cities is being considered.
