Abstract.

The relevance of the study of assessing the state and institutional development of intellectual and innovative human potential and capital of the population of the Samara region is due to the high role of this potential and capital in the modern socio-economic system of the region and the need to study them within the framework of modern trends in the development of regional policy. The article examines the current state and developing institutions of intellectual and innovative human potential and capital of the population of the Samara region. Based on the analysis of statistical data and expert ratings, it was found that the Samara region occupies a leading position among the regions of Russia in a number of key indicators: 6th place in the rating of scientific and technological development (2024–2025), 2nd place in the Volga Federal District in terms of professional education of the workforce (87.9 %), 3rd place in terms of the level of innovation activity of organizations (18.8 % in 2023). The main institutions for the development of the intellectual and innovative potential of the region have been identified: the Zhiguli Valley Technopark, the Preobrazhenka Industrial Park, advanced engineering schools based on leading universities, and the Samara Regional Center for Gifted Children Vega. The role of competitive mechanisms, including the Presidential Grants Fund, is analyzed (the Samara Region ranks 5th in the number of organizations that won the first competition in 2026 – 52 projects). Special attention is paid to the study of the population's attitude to artificial intelligence technologies: 42 % of Samaritans use voice assistants, while 54 % of respondents express concern about the possible degradation of intelligence in children. It is concluded that the intellectual and innovative potential of the Samara region is at a decent level, and its further development requires improving the institutional environment and overcoming the identified negative trends.
