Abstract.

This article examines the theoretical and methodological approaches and applied aspects of developing an effective architecture for innovation development institutions at the regional level. The relevance of this topic is determined by the changing technological paradigms, the need to adapt the institutional structure of regions to new challenges of technological sovereignty, and the need to rethink the role of development institutions in the context of external constraints and the structural transformation of the Russian economy. The purpose of this work is to substantiate conceptual directions for the transformation of regional development institutions based on an analysis of the current state and identification of systemic problems in their functioning, as well as to develop practical recommendations for improving the institutional design of the innovation sphere at the meso-level. The article clarifies the concept of "architecture of development institutions," proposes a typology of institutional configurations, and identifies key performance factors, among which a balanced combination of market and program-targeted mechanisms is of particular importance. Based on an analysis of the practices of a number of Russian regions, typical dysfunctions are identified: fragmented infrastructure, duplication of functions, a gap between knowledge generation and its commercialization, insufficient coordination of federal and regional initiatives, personnel problems at development institutions, and weak feedback mechanisms with the real sector of the economy. The principles for designing an effective architecture are formulated: adaptability, hierarchical consistency, focus on the full innovation cycle, synchronization with technological development priorities, subsidiarity, flexibility, openness, and participation. Directions for improving regional policy in this area are proposed, including tools for digitalizing innovation support processes, mechanisms for assessing the performance of development institutions, and recommendations for staffing them.
