Abstract.
The development of import-substituting industries and export-oriented enterprises is an essential element of government policy in modern conditions of geopolitical and economic instability. The object of research in the article is special economic zones, in particular industrial production zones as a tool for the development of import-substituting industries in the regions. The purpose of the work is to study the problems of the functioning of special economic zones in terms of their impact on the development of import-substituting industries in the regions and to identify ways to optimize their functioning. The work used general scientific research methods, which include the collection, processing, systematization and analysis of information, as well as methods of statistical and expert analysis. The research is based on information obtained as a result of a content analysis of scientific, practical, regulatory, expert and statistical information sources. Based on open statistical data from foreign trade statistics, data from the Federal State Statistics Service of the Russian Federation, reports on the results of the functioning of special economic zones and calculations carried out by the authors, the article draws a conclusion about the role of SEZs as drivers of economic growth and production development in the regions and federal districts. Despite the importance of SEZs as a tool for the development of import-substituting industries, the assessment of the effectiveness of their functioning in the scientific literature is ambiguous. To effectively solve the tasks set, it is necessary to optimize the institutional foundations of the SEZ operation based on a systematic solution to the identified problems at all levels of organizational interaction (economic agents, federal, regional and local authorities), including based on the experience of foreign countries.
